    There are times in Chicago when “The Rainy City” seems like a more appropriate nickname than “The Windy City.” April of 2013 was a particularly wet month in Chicago, with more than 5 ½ inches of rain falling on a single day in Jefferson Park alone. In addition to the traffic jams, these rainstorms caused hundreds of basements to flood.     Hundreds of basements were flooded as the result of April’s torrential rains. In the 45th Ward, which includes Jefferson Park, about 150 homeowners reported basement flooding.
